Goal Reports
Component 4 System Finance
Goal 1;
Funding of operations and goals development of the NCRETAC
Objectives
- Continue to support the infrastructure and goals with funding
- The budget was accepted by the board in June 2009 and since that time funds have been received under the new contract. Previous obligations are up to date from 08-09 funding cycle. Funds have been encumbered for 09-10.
- Provide for a financial review of the funding processes and budget
- We have not scheduled the financial review for 09-10
- QtrII report.. the coordinator has contacted McMann & Associates who has submitted a list of financial documents to submit to them for this review.. we hope to have this completed during the 3rd quarter of fy 2009-10
Support and assist in the coordination with the (S.N.A.P.) Statewide Needs Assessment Process.
Objectives
- Form a task force from the membership, one representative from every county to assist in the coordination and collecting of information.
- This has been discussed in Board of Directors meetings and there is consensus that this happen.
- Form a small working group of members to coordinate the Benchmark, Indicators, Scoring tool and add specific questions to the B.I.S. to collect pertinent information from our region.
- Qtr. II, the SNAP is fully underway with agencies submitting the BIS, problem ranking survey and the Abaris group making contacts through town hall meetings and or telephone interviews.
- We have as of October 1, 20009 finalized the specific questions on the BIS tool (4th question) and will submit to the Abaris group.

This may involve additional funds as the current Weld County/ACS system puts our prioritization much lower than Weld Counties Prioritization.
- Qtr II; To date there has been little if no progress towards this area.. as described above the Weld County IT company and Weld County itself has placed the Web page RETAC pretty much at the bottom of the priority list.
- Qtr II; We do have goals with the preparedness subcommittee to do a web cast of information as part of a project for the HPP Grant under the project area “Education & Training”
The Northeast Colorado Regional EMS/Trauma Advisory Council shall assist funding EMTS provider agencies and EMTS providers in obtaining Continuing Medical Education that can both develop professional and personal growth as it relates to the EMTS System
Objectives
- Continue to provide funding to CME courses identified in the funding policies to benefit EMTS agencies in the region
- Forms have been revised and funds from 07-08 have been rolled into 08-09 funding encumbrances.
- Continue to provide financial support to the ALS refresher
- ALS refresher is underway, contracts have been signed
- Qtr. II; We are still waiting on a check request form from Aims CC with the final reports that will complete the deliverables.
- Investigate a regional approach for CE development to assist all the regions training centers and their grant requests to maybe help cut some expenses
- Discussions on an informal basis are occurring.
- Qtr II; The CDPHE will be taking on a statewide approach for the funding of EMTS training statewide which means the fund can be accessed throughout the year. So this goal is not achievable as the grants program is not accepting training grants at this time.
Goal 5;
Provide Technical assistance to providers utilizing communications technologies.
Objectives
- Provide technical assistance to the EMTS providers in communications strategies.
- No formal activity under this objective
- Promote the coordination of training on the DTR systems as well as the statewide computer based programs to include but not be limited to EM systems and HC Standard.
- HC Standards was scheduled to be rolled out; however EM systems has been determined by the CDPHE to be more suited for this project. Trainings have been scheduled in collaboration with CDPHE, NCMC, Northeast Health Dept. and the NCRETAC and are posted on COTRAIN.
- Qtr II; through the HPP Grant under the project area Education and Training we hope to have an online training module available on our web pages by the end of the 3rd quarter that will address not only the EM Systems but the DTR trunked radio training as well.
To enhance all hazards planning and how it integrates into the ESF 8 for EMTS entities in the NCRETAC & Collaborate with the provider entities in providing liaison support to the Northeast All Hazards Steering Committee.
Objectives
- Provide technical resources in the development of and planning for MCI exercises throughout the region.
- There is a meeting scheduled for Monday October 5th of the Emergency Preparedness Training and Exercise Subcommittee to discuss the ASPER funding program and to develop the plan for submission to the Hospital Preparedness Program at CDPHE
- Provide technical resources to ESF 8 entities incorporating emergency operations plans.
- Activity in this area is ongoing
- Qtr. II This group has met and has submitted a plan of action in accordance to the project target areas and as of January 7th was accepted by the CDPHE Hospital Preparedness program so the project can move forward.
The Northeast Colorado RETAC shall develop and strengthen the lines of communication between Provider Agencies, Hospital Facilities, State of Colorado EMTS, State Emergency Medical/Trauma Advisory Council, Medical Direction, Boards of County Commissioners and other elected officials.
Objectives
- Market and promote the NCRETAC
- Promotional items have been purchase through the “supplies” budget (operations)
- Informal discussions have occurred to encourage entities funded through RETAC funds to include the NCRETAC in publications, advertisements and reporting
- Qtr II. Dave Bressler has been working with the GIS department under weld county to develop a map that can show information about grants, funds utilized per county and provide a basis of information to take to the elected officials about what the RETAC has and is doing with the funding and what the EMTS grant fund has done for agencies in the NCRETAC.
Collaborate with local and regional efforts to enhance injury prevention activities
Objectives
- Form an injury prevention subcommittee
- Work together on injury prevention projects
- Some collaborative efforts have started with Northeast Health Department child seat safety coalition.
- Coordinate the development of a regional injury prevention strategy.
- We have been approved for the CDOT Seat Belt Compliance Grant for 50K and final paperwork has been received by the Regional office for reimbursement to PVH Foundation for writing the grant.
- Support and emphasize Prevention education and programs throughout the RETAC.
- The NCRETAC has set aside funds to support local injury prevention projects, $1,800 dollars per county per year has been encumbered for the last 3 years.
- Qtr. II the NCRETAC has received a signed contract from CDOT and has signed a contract for PVHS foundation to administer the grants deliverables for CDOT.
- PVHS Foundation has funded child seat safety courses and has had other activities as reported to the NCRETAC.
Continue to support the Northeast Colorado Physicians Advisory Board
Objectives
- Provide support for meetings
- Funds were increased on Council travel and meals to provide financial support/meals meeting location to the NEPAB
- Qtr II; The NEPAB meetings have been moved to the Budweiser event center for cost savings. The NCRETAC has signed an agreement to have the NEPAB meetings catered and provide a meeting space.
- Support the development of and delivery of CME as directed by the NEPAB
- Courses occurred in FY 08-09 and provided background and information on Rule 500 and the Windsor Tornado
Grants
Fiscal Year 2011 grants
The grants program of the CDPHE has released the FY 2011 grants for application. There have been some changes in matching requirements. Pediatric equipment will be matched at 75/25 (state/agency) and safety equipment will be matched at the same.
Education and training grants are no longer applied to the grants program as before. This will be held by a fiscal agent and entities or maybe in some cases will apply to the fiscal agent for funding not the grants program. This change was in response to reverted education and training funds and the disassociation between and educational year and the grants performance year.

The subcommittee previously known as the MCI committee has been changed to the Preparedness subcommittee.
Starting in January 2010 activities for the 2010 supplemental grant through the HPP program will commence. The NCRETAC has received approval for 10,000 in activities under the target areas of education and training. |

As described above, PVHS foundation has been contracted to manage this grant. Reports have been timely and complete as to their activities. |
