The Emergency Medical Practice Advisory Council (EMPAC) operates under the direction of the department's executive director and advises the department about the appropriate scope of practice for EMS providers. This includes application review for waivers to the standard scope of practice as well as setting criteria for physicians to serve as EMS medical directors. Meetings are held quarterly.
